On November 8, 2016, citizens throughout Fulton County approved a Transportation Special Purpose Local-Option Sales Tax (TSPLOST). This 0.75% (3/4 cent), five-year referendum is estimated to bring a projected $37 million to the City of Milton to fund transportation projects. The TSPLOST Tier 1 project list included capacity improvements on Morris Road (Project MIL-031) in the City of Milton. The overall project description is for a proposed widening from Webb Road to Bethany Bend tying into McGinnis Ferry Road widening at Bethany Bend. The cross section is proposed as a 4 lane divided roadway with landscaped median/turn lanes and multiuse trail including intersection improvements at Webb Road. The widening portion of the project is the largest Milton TSPLOST project and is scheduled to be one of the last projects funded for construction.
A concept scoping study was developed in fall 2019 to determine the Morris Road widening project cost estimate, coordinate with the McGinnis Ferry interchange/widening project plans as it was preparing final plans to bid, and explore additional funding. The Concept scoping included a Traffic Engineering Report, an Ecological Resource Screening, and a Draft Concept Layout
With signal improvements at Bethany Bend and Morris Road/McGinnis Ferry Road and interchange addition at GA 400 and McGinnis Ferry Road, an interim intersection improvement project was completed in fall 2018 for Morris Road at Webb Road. Much of the project used existing intersection footprint and converted the stop controlled intersection into a roundabout. The project also allows for future expansion with the upcoming widening project. The project files include the Roundabout plan sheet, full set of design PLANS 031418 and REVISIONS 032618.
